NGJ-391 Normal series since 1981. 1988-94 plate style. Rear plate (put at the front).
N = National Capital Region.

NGJ-391 Close-up of the above. These plates usually had F (front) or R (rear) in the middle. Since these are duplicate plates there is a D instead.
