New plates were introduced in 2004. One numeral for the vehicle class, followed by one letter, a hyphen and
four numerals. The province name appears in Khmer above and Western lettering below the registration.

FORMER ISSUES - STILL VALID

Normal series 1994-2004. The two letters after the hyphen = Phnum Pénh city. The last 2 = cars.
